Who or what do you give authority to?

This is in Response to the Questions and Reflections for April 19, 2009:
It has been said a people follow their own laws over any other,
in authorizing yourself any action it is the reaction that determines the decision to act or not.
I feel the the action should be as unselfish as possible,
the flip side reveals a happy world equals a happy you.
So in authorizing actions in life, one must consider, the effects of this action and the effects of others action past, present and future.
We give authority to each other, to society and from society.
